The Armavir Penal Enforcement Institution initiated proceedings against Zaruhi Postanjyan on the grounds of part 1 of Article 186 of the RA Criminal Code: transfer or attempt to transfer a prohibited object to a person in a correctional institution, a place of detention of detainees or arrested persons, or to a person in a place of detention, in any form.

On November 30, at 1 p.m., lawyer Zaruhi Postanjyan, aged about 50, visited the Armavir correctional Institution to meet with her client.

According to the established procedure, the staff of the Armavir correctional institution offered Ms. Postanjyan to hand over her prohibited items, in particular, a mobile phone, a subscription card, etc. Ms. Postanjyan handed over her mobile phone for personal use and said that she did not have any other prohibited items.

She was then escorted to an examination room, where her handbag was checked using an X-ray machine. As a result of the search, an iPhone 7-type mobile phone was found without a subscription card, which was seized by employees.

In order not to interfere with the meeting between the lawyer and the client, the protocol on the phone found as a result of the inspection was intended to be drawn up only after the end of the meeting (the protocol is signed by the persons conducting the inspection and the person who was examined, in case the latter refuses to sign the protocol, a corresponding note is made in the protocol):

It was also explained to Ms. Postanjyan that after the completion of the administrative offense case (preparation of relevant protocols and making a decision), the mobile phone, which is the direct object of the administrative offense, will be returned to her. However, the latter refused to participate in drawing up the protocol, took a mobile phone, which he handed over at the entrance, and left the residential area, where he began filming on his phone at the entrance to the residential area, violated security rules, made noise, accused employees of the correctional service of stealing his phone, and then left the institution.

During the filming, Ms. Postanjian also pointed to keyless cabinets located at the entrance to the residential area, which are not in use. We would like to inform you that cabinets are provided for storing the belongings of persons entering the institution, which are locked with a key directly at the entrance to the institution.

After the incident, the correctional officer contacted Ms. Postanjyan twice by phone, suggesting that she return to the institution, take part in drawing up a protocol, after which the phone will be returned. However, Ms. Postanjyan refused again, saying that she would submit an application to law enforcement agencies.
