The draft resolution of the Government of the Republic of Armenia “On the approval of the Employment Program and invalidation of a number of resolutions of the Government of the Republic of Armenia” has been submitted for public discussion on a single platform for the publication of draft legal acts and developed by the Ministry of Labor and Social Affairs of the Republic of Armenia.

The Ministry of Labor and Social Security of Armenia proposes to introduce a new employment program, under which unemployed people from certain groups can receive an educational voucher worth up to 250 thousand drams to participate in short-term professional courses.

The purpose of the program is not only to train people, but also to help them find a job in their specialty and ensure stable employment.

Who can use the program

The project provides support to three main groups of people․

unemployed persons discharged from compulsory military service,
Persons displaced from Karabakh,
able-bodied persons from families recognized as unsecured by the vulnerability assessment system.

Voucher for education up to 250 thousand drams

The beneficiary of the program will be provided with an educational voucher worth up to 250 thousand drams.

The voucher can only be used once, and after it is granted, it must be implemented within 6 months.

The courses should be conducted by organizations that are included in the list of organizations implementing “modular programs of guaranteed non-formal education”, published on the official website of the Ministry of Education, Science, Culture and Sports of the Republic of Armenia.

It is assumed that the identification of the beneficiary will be carried out using a digital system using a QR code.

At the end of the course, the person will be issued the appropriate certificate, certificate or certificate.

After completing the course, work

An important feature of the program is that the support will not be limited to education only.

If a person who has completed voucher training and received the appropriate certificate is employed in the specialty indicated in the certificate, the employer can also receive government support.

The condition is that the employer enters into an employment contract with the person for a period of at least 3 months, and the work must be in normal working hours, with a one-time working day.

At the same time, the program does not provide support to all employers. Public service agencies, as well as organizations with State or community participation in the authorized capital of 50 percent or more, will be excluded from the program.

Reimbursement of income tax to the employer in the amount of up to 300 thousand drams

For an employed person, the employer can receive a refund of the income tax calculated and paid from his salary.

It is designed for the following sizes․

During the first 3 months-in the amount of 50% of income tax, but not more than AMD 25,000 per month.

Within 4-6 months-in the amount of 100% of income tax, but not more than AMD 50,000 per month.

That is, the maximum amount of income tax compensation for an employer can reach 225 thousand drams within 6 months.

Beneficiary-another 300 thousand drams

The program also provides one-time financial support to the beneficiary himself.

If the employment relationship between the person and the employer continues՝

After 3 months, the beneficiary will receive AMD 100,000,
12 months-another 200,000 drams.

Thus, only the additional support provided to the beneficiary may amount to 300 thousand drams.

What is the general support

The maximum cost of the program per beneficiary is 775,000 drams.

It is important to keep in mind that 775 thousand drams is not an amount paid in cash to one person: part of it is in the form of an educational voucher, part in the form of tax compensation from the employer, and part in the form of assistance to the beneficiary.

It is planned to support 1,422 people in 2027.

According to the draft, it is planned to implement the program for 1,422 beneficiaries in 2027.

According to calculations, this will require about 1 billion 102 million 50 thousand drams.

The financing is planned to be carried out according to the already planned schedule “1088. As part of the “Employment Program” events.

Why is the new plan being proposed?

The authors of the project note that the demand for a number of existing employment programs has decreased.

Example՝

Of the 500 beneficiaries scheduled for 2026, as of July 1, 100 people had been included in the program.,
Out of 1,000 prospective beneficiaries, 273 people were included.,
Of the 679 alleged beneficiaries, there are only 42 people.

Because of this, it is proposed to cancel some existing programs and introduce a new mechanism that will link education, employment and further job stability.
