In 2010, Serzh Sargsyan presented his son-in-law Hayk Khachatryan with the Magavuz coal mine. Investments are allegedly being made. Years pass, in 2016, the then President of Armenia, Serzh Sargsyan, instructed the Prime Minister of Artsakh, Arayik Harutyunyan, to return the mine for public money, and attention, for the state money of Artsakh, the state returns 3 billion drams, which they gave free of charge to Serzh Sargsyan’s son-in-law.

  1. In November, the Artsakh Investment Fund, whose board was chaired by Prime Minister of the Republic of Artsakh Arayik Harutyunyan, bought 100% of shares of Energia Plus LLC, engaged in coal mining, for AMD 2 billion 858 million.:
    A few days earlier, Energy Plus was joined by Energy Minus LLC, the only participant and director of which was Gagik Bakhtamyan, a resident of Stepanakert, a classmate of Araik Harutyunyan. Energy Plus was supposed to operate the Magavuz coal deposit, and the Armenian government granted the company tax benefits by decision No. 354-a dated March 29, 2012. As a result, the defunct company ended up in the hands of the Artsakh Investment Fund. among the annual allocations from the state budget of the Republic of Artsakh”.:
