“The draft proposes to significantly change the current procedure for restoring the right to drive for persons deprived of a driver’s license.

Currently, after the expiration of the period of deprivation of a driver’s license, all citizens, regardless of whether they were deprived of their rights for the first time or not, are required to retake the qualification exams. However, the Ministry of Internal Affairs believes that this approach does not sufficiently contribute to changing drivers’ behavior.

According to the Ministry, international experience shows that in many countries other mechanisms are applied to persons deprived of a driver’s license: additional courses, retraining, installation of alcohol control devices, limited probation periods and other measures that are more effective in terms of increasing driver responsibility.
