The Russian State Duma has adopted in the first reading an important bill that tightens the rules for medical examination of immigrants and imposes strict fines for evading this procedure. The document was presented by a large group of deputies led by Speaker Vyacheslav Volodin, Russian media reported.:<\/p>\n\n\n\n

According to the initiative, foreign citizens and stateless persons entering Russia will be required to undergo a medical examination within 30 days (instead of the current 90) and repeat it every year if their stay exceeds a month.:<\/p>\n\n\n\n

Immigrants will be responsible for screening costs. It is designed to determine if there is no evidence of dangerous infections, HIV, and drug use. Completion of this procedure will be mandatory for obtaining a work permit, license or residence permit.:<\/p>\n\n\n\n

Refusal or evasion of a medical examination is punishable by a fine of 25,000 to 50,000 rupees, with possible subsequent deportation from the country.:<\/p>\n\n\n\n

Moreover, for organizations that violate the investigation procedure, strict sanctions are imposed in the amount of up to one million rubles or suspension for 90 days.The exam results will be recorded in a single electronic system. If a migrant is diagnosed with a dangerous disease or drug use, medical organizations are required to inform the Ministry of Internal Affairs and Rospotrebnadzor about possible deportation decisions.<\/p>\n\n\n\n

If the law is finally adopted and signed by the president, the new rules will enter into force on September 1, 2026.<\/p>\n\n\n\n
